“We will organize a Presidential Commission for the management of global migration both outwards and inwards. The vision is to ensure sustainable benefits, growth and development from the outward and inward movement of Filipinos.
“For the Filipinos going out, the government must help ensure community life for the Filipinos wherever they are. Pro-active, bilateral negotiations with countries that need Filipino talent must be undertaken to ensure replacement or recompense for the lost human resource. Every Filipino community of a significant size shall have an honorary consul with the consent of the host country.
“For Filipinos who stay, the government must generate jobs through industries that will harness the intellectual capital of the Filipinos. Talent-based services as in design, engineering, counseling, legal and accounting services, cartoons, call centers, and beauty and health-care centers shall be promoted to keep the Filipino home.
“The Filipino must make the Filipino proud even as we avail of the opportunities offered by the shrinking global village.
“For Filipinos abroad who have achieved success and recognition, we must bring them home. Retirement homes near the beachfront or in the mountain resorts, shall be encouraged. Successful Filipino doctors, nurses and other professionals must come home to bridge the gap created by the outward migration.
“As they gave the best years of their lives to foreign lands, successful Filipino professionals should now bring home their best experiences, wisdom and capital accumulation for the younger Filipinos.
“We will ask friends from Europe, Asia, the North Americas and all countries who will benefit from the human resource development and contribution of the Filipino to assist the Philippines ensure sustainable growth in human resource development. The government must establish a program to maintain standards of excellence for outward and inward migrating Filipinos with the assistance of host countries.”
